TET தேர்ச்சி பெறாத ஆசிரியர்களின் நிலை குறித்து விவரம் சேகரிக்க மத்திய அரசு உத்தரவு : உச்சநீதிமன்றத் தீர்ப்பின் தாக்கத்தால் தமிழக அரசு நடவடிக்கை

TET தேர்ச்சி பெறாத ஆசிரியர்களின் நிலை குறித்து விவரம் சேகரிக்க மத்திய அரசு உத்தரவு : உச்சநீதிமன்றத் தீர்ப்பின் தாக்கத்தால் தமிழக அரசு நடவடிக்கை Central government orders collection of details regarding the status of teachers who have not passed the TET exam: Tamil Nadu government takes action due to the impact of the Supreme Court verdict.

உச்சநீதிமன்றத் தீர்ப்பு (01.09.2025) மற்றும் மத்திய அரசின் உத்தரவு:

ஆசிரியர் தகுதித் தேர்வு (TET) தேர்ச்சி பெறாத ஆசிரியர்களின் நிலை குறித்து விவரங்களைச் சேகரிக்க மத்திய அரசு உத்தரவிட்டுள்ளது.

உச்சநீதிமன்றத் தீர்ப்பின் முக்கிய அம்சங்கள்:

5 ஆண்டுகளுக்குள் ஓய்வு பெறுபவர்கள்: தீர்ப்பு வந்த தேதியிலிருந்து (01.09.2025) 5 ஆண்டுகளுக்குள் ஓய்வு பெறவுள்ள ஆசிரியர்கள், TET தேர்ச்சி பெறாமலேயே பணி ஓய்வு பெறும் வரை பணியில் தொடரலாம்.

5 ஆண்டுகளுக்கு மேல் பணி இருப்பவர்கள்: 2010 RTE சட்டம் வருவதற்கு முன்பு பணியில் சேர்ந்திருந்தாலும், இன்னும் 5 ஆண்டுகளுக்கு மேல் பணி உள்ள ஆசிரியர்கள் 2 ஆண்டுகளுக்குள் TET தேர்ச்சி பெற வேண்டும்.

தவறினால்: குறிப்பிட்ட காலத்திற்குள் தேர்ச்சி பெறாதவர்கள் கட்டாய ஓய்வில் (Compulsory Retirement) அனுப்பப்படுவார்கள்.

பதவி உயர்வு: அனைத்து ஆசிரியர்களும் பதவி உயர்வு (Promotion) பெற வேண்டுமானால் கண்டிப்பாக TET தேர்ச்சி பெற்றிருக்க வேண்டும். மத்திய அரசின் கவலைகள்: ஓய்வு பெறும் நிலையில் உள்ள ஆசிரியர்களிடம் TET தேர்ச்சி பெறச் சொல்வது அவர்களுக்கு மன ரீதியான பாதிப்பையும், நிதி பாதுகாப்பின்மையையும் (Financial Security) ஏற்படுத்தும் என்று கோரிக்கைகள் வந்துள்ளன.

அனுபவம் வாய்ந்த ஆசிரியர்கள் வெளியேறுவது கல்வி முறையில் ஒரு பெரிய வெற்றிடத்தை உருவாக்கும்.

தமிழக அரசின் நடவடிக்கை (கூடுதல் அரசுச் செயலாளர், தொடக்கக் கல்வி இயக்குநருக்குப் பிறப்பித்த உத்தரவுகள்):

இந்தத் தீர்ப்பினால் தமிழ்நாட்டில் பாதிக்கப்படக்கூடிய ஆசிரியர்களின் துல்லியமான எண்ணிக்கையை கணக்கிட வேண்டும்.

ஆசிரியர்களின் வயது வாரியான விவரங்கள் மற்றும் அவர்கள் பணியில் சேர்ந்த காலம் (2011-க்கு முன்/பின்) ஆகியவற்றை வழங்கப்பட்ட படிவத்தில் (Format) பூர்த்தி செய்ய வேண்டும். பாதிக்கப்பட்ட ஆசிரியர்களுக்கு நிவாரணம் வழங்கக்கூடிய வழிகள் மற்றும் சட்ட ரீதியான கருத்துக்களைத் தெரிவிக்க வேண்டும். இந்த விவரங்களை 08.01.2026-க்குள் அரசுக்கு சமர்ப்பிக்க வேண்டும்.

I am happy to share with you the recently updated and issued Recruitment Rules

of KVS (uploaded posts non-academic and academic for https://kusangathan.nic.in/en/recruitment-rules/). These RRS have been framed to ensure that they are in conformity with minimum qualification for a person to be eligible for appointment as a teacher, framed by NCTE, including qualifying the TET examination. The NCTE Regulations in this regard are uploaded on their website.

2. You are aware that NEP 2020 has placed teachers at the centre of any fundamental reforms in the education system. Competent and committed teachers are critical to improving the quality of learning and assessment. Recruitment methods and processes largely determine the selection of quality teachers. We need to ensure recruitment of quality teachers to enable best possible future for our children.

3. I would therefore request you to kindly examine the RRS of teachers in your State/UT in the light of attached RRS of KVS and ensure that RRS of your State/UT are updated appropriately.
